Test and Tag in Warrnambool: What It Is, Who Needs It, and How Often

Written by Luke Weir - A-Class Electrician; Registered Electrical Contractor REC 33099, Warrnambool

Test and tag comes up a lot with local businesses here in Warrnambool, and there's always a bit of confusion around who actually needs it, how often, and what happens if you don't bother. Let me clear it up for you.

What Is Test and Tag?

Test and tag is the process of visually inspecting and electrically testing portable electrical equipment and appliances to make sure they're safe to use. It's done using a PAT (Portable Appliance Tester), which runs a series of tests including insulation resistance, earth continuity, and polarity checks.

Once an item passes testing, it gets a tag attached showing the test date, next due date, and the tester's details. Items that fail are removed from service immediately. They get tagged out and shouldn't be used until repaired or replaced.

The "portable" in portable appliance testing means anything with a plug. Extension leads, power tools, kitchen appliances, laptops, chargers, fans, kettles. The inspection and testing plan depends on the equipment, how it is used and its operating environment.

What Are Your Workplace Electrical Safety Duties?

In Victoria, the Occupational Health and Safety Act 2004 (OHS Act) requires employers to provide and maintain a safe working environment, and that includes electrical equipment. The standard that governs test and tag is AS/NZS 3760: In-service Safety Inspection and Testing of Electrical Equipment.

WorkSafe Victoria uses this standard as the benchmark for compliance. If an electrical incident occurs at your workplace and your equipment hasn't been tested, you're exposed to serious liability, including fines, prosecution, and civil claims.

It's not just about ticking a box either. Faulty electrical equipment is a genuine cause of workplace fires and electrocution. Regular testing catches deteriorating insulation, damaged cables, loose connections, and other faults before they cause harm.

Who Needs Test and Tag in Warrnambool?

Any business or organisation that uses portable electrical equipment in the workplace. In Warrnambool and across South West VIC, that includes:

  • Hospitality - cafes, restaurants, hotels, function centres: commercial kitchen equipment, coffee machines, bar fridges, portable heaters
  • Construction sites - this is the highest-risk environment; power tools, leads, and site equipment must be tested frequently
  • Equipment hire businesses - anything you hire out must be tested before it goes out
  • Schools and childcare centres - computers, kitchen equipment, AV gear
  • Offices and retail - computers, printers, phone chargers, extension leads
  • Industrial and manufacturing - machinery with plugs, portable tools
  • Healthcare facilities - specific requirements for patient-contact equipment

If your staff use electrical equipment, assess the risks and put suitable inspection, testing and maintenance arrangements in place.

How Often Does Equipment Need to Be Tested?

WorkSafe Victoria says the nature and frequency of inspection and testing depend on the equipment, operating environment and how it is used. Set the schedule against the applicable standards and site requirements, rather than using one interval for every workplace:

  • Construction, demolition, mining environments - confirm the applicable site-specific inspection and testing schedule
  • Manufacturing and workshops - account for movement, wear, moisture and damage risk
  • Offices, shops, and low-risk environments - assess equipment use and exposure rather than assuming an annual interval
  • Hire equipment - confirm checks and records required for the equipment and each hire
  • Hostile environments (outdoor, dusty, wet) - more frequent testing required

Do not wait for a scheduled test if equipment is damaged. Remove it from service and arrange assessment by a competent person. A current tag does not guarantee that equipment has remained safe since testing.

What Happens During a Test and Tag Session?

When I come out to do test and tag for a Warrnambool business, here's how it works:

  1. Visual inspection - every item is physically checked for damaged cables, cracked plugs, burn marks, missing earth pins, and obvious faults
  2. PAT testing - the tester runs automated electrical tests: insulation resistance, earth bond test, leakage current (on Class I equipment)
  3. Pass/fail determination - items that pass get a colour-coded tag with test date and next due date; items that fail get tagged out of service
  4. Documentation - I provide a full test register listing every item tested, its result, and any items removed from service

The test register is your compliance record. Keep it. If WorkSafe ever visits, it's what you'll need to show.

What Does the Tag Actually Mean?

The tag is the visible proof that the item has been tested. It shows:

  • The test date
  • The next test due date
  • The tester's name or company
  • A PASS or FAIL designation (failed items should be removed, not tagged in place)

Check the written test date, next due date and equipment register. Do not rely on tag colour alone to decide whether equipment is overdue.

What Are the Consequences of Non-Compliance?

Failing to manage electrical risks can put people in danger and expose a business to enforcement or liability, depending on the circumstances:

  • WorkSafe improvement notices or prohibition notices - requiring you to stop using equipment or fix issues immediately
  • Fines - WorkSafe Victoria can issue substantial on-the-spot fines for OHS breaches
  • Prosecution - if someone is injured due to faulty electrical equipment, and you have no test records, you face personal and business liability
  • Insurance issues - some insurers will reject claims if standard safety compliance wasn't maintained

I've seen businesses in South West VIC get caught out when a tradesperson is injured on site and there's no test and tag documentation. Don't let that be you.
